PONARS Eurasia Policy Memo: Rebuilding Ukraine

Ralph Clem and I published a policy memo about the post-war reconstruction of Ukraine at PONARS Eurasia. Although it may seem premature to address such issues during the active phase of the war, we argue that these concerns are misguided. Trends prior to the start of the war in 2014, and prior to the 2022 escalation, point to a reorientation toward central and western regions. While Ukrainian preferences should be the primary guide to rebuilding the country, Western governments and agencies should begin their efforts now based on the path Ukrainians were already charting before February 24, 2022.
