We find that exposure to media with a pro-Russian orientation is associated with beliefs in various conspiracy theories, as well as ambiguity about them. The first piece is a <a href="https://www.ponarseurasia.org/the-spatiality-of-war-and-challenges-in-restoring-ukraines-economy/" target="_blank">PONARS Eurasia Policy Memo</a>, co-authored with Ralph Clem and Tim Hoheneder. The memo assesses how pre-war changes to Ukraine's economy, wartime damage, and perceptions of security will affect post-war reconstruction. </p><p>The second item is an <a href="https://www.tandfonline.com/doi/full/10.1080/10758216.2023.2224569" target="_blank">article in the journal <i>Problems of Post-Communism</i></a>, co-authored with Khrystyna Pelchar. Using public opinion data collected by Ukrainian survey research agencies, we show how regional variation in attitudes was more pronounced a decade ago. The first article, co-authored with Ralph Clem, draws on a recent survey we conducted in Ukraine. <a href="https://theconversation.com/ukraines-new-wartime-unity-lays-the-groundwork-for-eventual-rebuilding-without-the-complex-and-stubborn-divisions-of-the-past-199738" target="_blank">We find evidence of increasing unity in Ukraine, not only on issues of national identity, but also on substantive policy issues</a>. The findings challenge longstanding narratives about Ukraine as a divided country.</p><p>The second article <a href="https://theconversation.com/estonias-e-governance-revolution-is-hailed-as-a-voting-success-so-why-are-some-us-states-pulling-in-the-opposite-direction-201751" target="_blank">juxtaposes the experiences of Estonia and US states in the management of election data</a>. Estonia's robust e-governance system permits extensive data sharing, enhancing security, efficiency, and access. Although it may seem premature to address such issues during the active phase of the war, we argue that these concerns are misguided. Trends prior to the start of the war in 2014, and prior to the 2022 escalation, point to a reorientation toward central and western regions. We note that attitudes in our three cases (Estonia, Georgia, and Ukraine) differ in ways that other studies have previously identified: Overall trust/satisfaction is highest in Estonia and lowest in Ukraine, with Georgia in the middle. However, trust/satisfaction with healthcare seems to be affected by pandemic responses, at least in the short term. Estonian respondents were notably less favorable in their attitudes about healthcare in the early stages of the pandemic; the reverse was true in Georgia. The responses track closely with pandemic mitigation performance in those countries. In this article, we focus on public evaluations of external support during the crisis and the implications for health diplomacy efforts. Our chapter, "Peer/Near-Peer Challenges to Strategic Stability: The Need to Securitize State Capacity," emphasizes the need to consider the delivery of essential civilian services as part of a wider security strategy. The paper notes that hostile actors can - and have - created and exploited vulnerabilities in state capacity in targeted countries to advance their objectives. The first article, "<a href="https://doi.org/10.1080/10758216.2020.1812404" target="_blank">Pandemic Politics in Eurasia: Roadmap for a New Research Subfield</a>," is a collective piece with several other authors discussing a research agenda for understanding the pandemic's effects. <a href="https://www.tandfonline.com/toc/mppc20/68/1?nav=tocList" target="_blank">It appeared in the first issue of 2021</a>.</p><p>The second article, "<a href="https://www.tandfonline.com/doi/full/10.1080/10758216.2021.1908147" target="_blank">The COVID-19 Pandemic and State Healthcare Capacity: Government Responses and Citizen Assessments in Estonia, Georgia, and Ukraine</a>," analyzes the early stages of the pandemic in three countries. The article uses data from the initial version of our Perceptions and Attitudes on COVID-19 in Eurasia (PACE) survey, funded by the Minerva Research Initiative, Woolwine Family Travel Fund, and WVU. We find that general trust in institutions affects how citizens assess their government's responses to the pandemic. The University of Michigan Press is publishing my next book, <i>Normalizing Corruption: Failures of Accountability in Ukraine</i>. The manuscript is currently in pre-production and should be available in 2020.<br />

The Central Eurasian State Capacity Initiative, which investigates how countries that border hostile neighbors provide civilian services and address vulnerabilities in state capacity, was funded by the Minerva Research Initiative and launched in August 2019. We have been gathering data and conducting fieldwork in 2019, with more planned in 2020. We recently published a journal article and online commentary.<br />

Candidates who run for office on the list and in a constituency tend to perform better in regions where they are seeking a district seat, consistent with the literature on contamination effects in mixed-member systems. But, candidates who only run on the party list also tend to receive more votes when they have local connections, even if they are placed in hopeless positions. PONARS Eurasia has published a <a href="http://www.ponarseurasia.org/memo/attacks-healthcare-infrastructure-donbas-implications-ukrainian-state-legitimacy">policy memo</a> that I co-authored with my colleagues Cynthia Buckley and Ralph Clem. In the memo, we discuss how the Donbas War has disrupted access to healthcare services by identifying facilities that have sustained physical damage.
